What is Build Watch?

BUILD WATCH is an official web-based Project Monitoring and Evaluation System developed specifically for the Municipality of Santa Cruz, Laguna to improve the transparency, efficiency, and accountability of local governance.
Designed to monitor both infrastructure projects—such as the construction of the Santa Cruz Barangay Health Center—and social development programs like the 4Ps (Pantawid Pamilyang Pilipino Program) and Social Pension, BUILD WATCH allows real-time tracking of project progress and performance.
The system brings together four key user groups that collaborate within a structured digital workflow:
- External Implementing Units (EPIU) carry out the actual implementation of projects and submit progress updates directly to the system.
- The Project Monitoring Committee (PMC) reviews, validates, and resolves implementation issues based on submitted data.
- LGU Internal Units (LGU-IU) oversee the strategic and administrative aspects, ensuring alignment with local policies and responding to flagged concerns.
- External Monitoring Stakeholders (EMS)—such as NGOs and provincial representatives—provide independent assessments and promote transparency by monitoring on behalf of the public.
Each group has a clearly defined role, and together, they ensure that every project funded and launched by the LGU is executed with integrity, monitored effectively, and evaluated responsibly.
